short answer? you can't really. long answer? just let the public order drop untill it rebels, have an army in the city/village near the same province if you want to keep it. the rebels should spawn at or at least go to the weakest element in a province. it's a long process though and it takes some though, since you need to be able to have the .So I've noticed some desolate regions becoming working settlements again.
